Do all credit cards in the US have APR? And the 12.99% APR is reasonable?
In Europe I just pay my 25 Euros per year and there are no other costs for my Mastercard.

No there are no charges as long as the payment is on time. Normally, the payment is about one month later after your purchase. AFAIK the merchants. who charge with credit cards, have fees.
