Batman Bat Signal Keychain: May or May Not Summon Batman

I’m not really a comic geek so pardon me if this has been addressed in canon, but I’ve always wondered why only the Gotham PD had a bat signal. Wouldn’t ordinary citizens have a higher chance of actually needing the Batman to protect them from the horrors of Gotham City? If I lived in Gotham I sure as hell would order this Bat Signal Keychain.
The die-cast keychain measures about 3″ x 1.25″ and is modeled after the Batarangs that the Christian Bale Batman uses. The keychain button activates the bat signal, although kids, I hate to be the one to break it to you – you’ll have a higher chance of using the keychain as a boomerang than actually summoning the Dark Knight. That’s because he doesn’t – AAAAAaackkkkkk I’m sorry AAA YES YES YES I SWEAR TO YOU.
